This is because, under Section 13 of the German Value Added Tax Act (UStG), VAT becomes chargeable at the time of delivery and not at the time of full payment.
(If you have a local business in germany the VAT will be refunded to you with your periodic VAT return.)
The following damage is covered by the insurance: theft, robbery/destruction, damage caused by operating errors/skilllessness, malice or intent on the part of third parties, design, material and workmanship defects, short circuit, overcurrent/overvoltage, force majeure including flooding.
